UPDATE: The Galena Police Department has officially reinstated its K-9 unit with the arrival of Storm, a fully trained dog ready to assist officers in various operations. This exciting development comes after a generous $20,000 donation from a Wisconsin benefactor specifically for the K-9 program.
Officer Riese Federman, who has served with the department for just two years, expressed her enthusiasm about working with Storm, a 1.5-year-old Belgian Malinois and German shepherd mix. “It’s rewarding to see him grow,” she stated. Federman is the first officer in two years to pair with a K-9 since former officer Devin Halstead retired his partner, Hektor, in May 2023. Hektor was a vital asset for narcotics detection and intimidation in high-stress situations.
Federman and Storm underwent an intensive five-week training program at Jessiffany Canine Services in Iron Ridge, Wisconsin, which is recognized for training K-9 units across the region, including those from the Dubuque Police Department. Storm is categorized as a dual-purpose dog, meaning he is trained for narcotics detection, tracking, apprehension, and bite work.
Since their training concluded in May, Federman reported that Storm has already been deployed around six or seven times for traffic stops and four to five times for building searches. “He’s always ready to go,” she said, highlighting the constant readiness required for K-9 operations.
The implementation of this K-9 unit is not just about enhancing the Galena Police Department’s capabilities; it also serves as a vital resource for neighboring departments needing assistance. Sgt. Keith Brandel emphasized the importance of having a K-9 on duty, stating, “They’re an outstanding asset and an awesome tool for any department to have.”
Federman shared insights into the challenges and triumphs of training Storm, saying, “It was very eye-opening, as well as a lot of hard work.” She is required to complete 16 training hours each month with Storm, who works alongside her during night shifts and is always on call.
The funding for Storm’s food and veterinary services is provided by the city of Galena, while the department retained a K-9 police vehicle from Halstead’s tenure. Storm’s presence not only enhances operational efficiency but also strengthens community relations, as he is known to be friendly and eager to meet new people.
