Tom Homan, the Border Czar appointed by President Donald Trump, announced his commitment to remain in Minneapolis until immigration-related issues are addressed. Homan made this declaration during a press conference on Thursday, following his deployment to the city earlier this week.
Homan’s Deployment and Objectives
Homan stated, “I’ve been on the ground less than three full days. I got in here on Monday. The president of the United States called me Monday morning and asked me to deploy here.” His immediate focus is to restore order in Minnesota while coordinating with local and federal authorities.
During the briefing, Homan indicated that the number of Immigration and Customs Enforcement (ICE) officers in the state would be reduced, contingent on cooperation from state officials. He emphasized the importance of ensuring safety for all individuals involved: “I don’t want to see anybody die, even the people we’re looking for. I say a prayer every night that everybody was home safe.”
Collaboration with Local Officials
Homan has engaged in discussions with key Minnesota leaders, including Governor Tim Walz, Minneapolis Mayor Jacob Frey, and Police Chief Brian O’Hara. In a social media update, he characterized these meetings as a productive starting point, expressing hope for continued dialogue. He stated, “While we don’t agree on everything, these meetings were a productive starting point and I look forward to more conversations with key stakeholders in the days ahead.”
The focus of Homan’s mission aligns with Trump’s stated commitment to enhancing public safety in Minnesota. Homan reiterated the administration’s determination to identify and remove individuals who pose a public safety threat or national security risk.
Concerns have arisen regarding the handling of local incidents involving federal immigration enforcement. Reports have indicated that Trump was dissatisfied with the response to the death of Alex Pretti, who was fatally shot by federal agents on January 24, 2024. Homan has been characterized by Trump as “tough but fair” amidst ongoing protests in Minneapolis following two recent shootings.
ICE’s Operational Guidelines
In light of the increased scrutiny, ICE agents in Minnesota received directives to focus their enforcement efforts. An internal memo revealed that agents should avoid interactions with what were termed “agitators,” instead concentrating on individuals with criminal histories. “DO NOT COMMUNICATE OR ENGAGE WITH AGITATORS,” emphasized Marcos Charles, a senior official in ICE’s Enforcement and Removal Operations division. The instructions highlight a strategy to minimize tensions during enforcement actions.
The memo specified that targeted enforcement would include arrests based on criminal activity, not merely past convictions, ensuring that all targets have a “criminal nexus.” Agents also received equipment such as megaphones to facilitate communication during operations, and they were instructed to check license plates for potential targets.
Pretti, who had a previous altercation with federal agents captured on video, became a focal point in the community’s outcry against federal enforcement tactics. In the footage, he was seen confronting immigration agents prior to his death, leading to further scrutiny of ICE’s approach in the area.
The White House has stated that it is engaged in ongoing discussions to optimize enforcement operations in Minnesota, underscoring the administration’s commitment to public safety while navigating complex community dynamics.
