Sanwar Mal Khokhar, a mixologist and bar manager in Texas, underscores the urgency of the issue, stating that violating the Alcohol and Tobacco Tax and Trade Bureau’s regulations, particularly 27 CFR § 31.201, can lead to hefty fines and even the loss of liquor licenses.

“The deceptive practice of refilling premium bottles with lower-cost liquor is a primary concern,”
