Lake County Council to Rescind Purchasing Ordinance on Oct. 14

URGENT UPDATE: The Lake County Council is set to rescind a controversial purchasing agent ordinance on October 14, 2023, aligning with new state legislation that mandates significant changes in county governance. This move comes after the Indiana State Board of Accounts flagged the ordinance for non-compliance, prompting immediate action from council members.

According to council attorney Tom O’Donnell, the ordinance, originally established in 2020, is now deemed irrelevant due to a recent state law that assigns purchasing authority exclusively to the county executive and commissioners. “It’s something we have to do,” said council president Christine Cid, emphasizing the necessity of this action to comply with state regulations.

The ordinance, initiated by former councilman Christian Jorgensen, aimed to give the council control over purchasing and data processing, addressing tensions between the Lake County Sheriff’s Department and the Board of Commissioners. However, that authority was challenged and ultimately vetoed by the commissioners, citing separation of powers concerns. Commissioners’ attorney Matt Fech stated, “The Board of Commissioners and myself, we appreciate the council taking this step to remove the ordinance off the books to be consistent with state law.” This supports a more streamlined purchasing process and aims to reduce bureaucratic conflicts.
