Huawei and China Telecom were awarded the GSMA GLOMO for Best Mobile Innovation for Enhancing the Lives of Children and Young People at the Mobile World Congress (MWC) 2026 held in Barcelona on March 10, 2026. The recognition was granted for their collaborative initiative, the Qingjiao Plan, aimed at improving educational resources for children and teachers in rural areas of China.
The Qingjiao Plan, developed by the China Social Entrepreneur Foundation (CSEF) and launched in 2019, leverages China Telecom’s advanced 5G network and Huawei’s WeLink platform. This initiative provides critical learning resources and an online community designed for teacher training, specifically targeting underserved regions such as Langcang County.
Cui Yangyang, Director of the TECH4ALL Program Office for Huawei, emphasized the plan’s alignment with the UN Sustainable Development Goals, stating, “The Qingjiao Plan meaningfully bridges the urban-rural divide in terms of education equity. It equips the current generation of students in remote areas with the learning resources they need to flourish in the digital world.”
Since its inception, the Qingjiao Plan has trained nearly 180,000 young rural teachers across China, indirectly benefiting tens of millions of students. In Langcang County alone, the initiative has provided training for 600 primary and secondary school teachers, impacting approximately 5,000 students.
The GLOMO judging panel, composed of over 200 independent industry experts, praised the Qingjiao Plan for its impressive scale and potential to benefit a significant number of young students. The panel noted that the initiative offers “multiple benefits at once, with connectivity and teacher resources making this a well-rounded solution.”
The roles of the partners in the Qingjiao Plan are clearly defined. The CSEF collaborates with government bodies to identify outstanding teachers across China who can share their expertise online, enhancing the capabilities of rural educators and improving student outcomes. Huawei implements the program as part of its TECH4ALL digital inclusion initiative, utilizing the WeLink platform to provide an interactive and engaging online teaching environment. This allows students in under-resourced rural areas to access remote multimedia lessons, ensuring they receive an educational experience comparable to their urban counterparts.
China Telecom plays a crucial role by providing its 5G and optical network infrastructure, ensuring nationwide connectivity for rural areas. By integrating its campus 5G and Wi-Fi networks, the company supports seamless roaming and secure management of various terminals, enhancing the overall educational experience.
In addition to the recognition for the Qingjiao Plan, Huawei’s TECH4ALL Skills on Wheels campaign was also shortlisted in the Marketing Excellence category of the GLOMO awards, further highlighting the company’s commitment to digital inclusion and education.
