Bay Village Police Chief Robert Gillespie has outlined a budget proposal for the 2026 fiscal year that requests funding for advanced technology and equipment upgrades aimed at enhancing public safety. During a meeting with the Bay Village City Council’s Finance Committee on November 10, 2023, Gillespie detailed his plans to acquire three drones, replace police cruisers, and upgrade communication devices.
One of the key components of Gillespie’s request is the purchase of two new police cruisers, specifically the 2022 Ford Explorer models. Each cruiser is estimated to cost $69,250, which includes the installation of upgraded WatchGuard 4RE in-car video systems. These systems will replace older dash cameras that are being phased out, offering features that enhance officer safety. For instance, the updated cruisers will automatically roll up the driver’s side window if someone approaches unexpectedly while an officer is writing a report.
The budget proposal also includes $121,000 for the replacement of 21 handheld police radios. The current models, purchased in 2014, are no longer eligible for software upgrades and are becoming increasingly obsolete. Gillespie emphasized the urgency of this replacement, stating, “They’re still usable right now, but pretty soon they are going to be bricks.”
In addition to the cruisers and radios, the department is requesting over $9,000 for three additional radar speed signs. Gillespie noted that existing signs have proven to be “super effective” in reducing traffic speeds in the area. Furthermore, the proposal includes $15,500 for the acquisition of three drones. While the department has trained drone operators, it currently lacks the drones necessary for aerial surveillance.
The proposed drones will serve multiple purposes. One large drone is intended for providing an overview of crash or crime scenes, while two smaller models are designed for use in more sensitive situations, such as standoffs. Gillespie explained that deploying a drone in these scenarios could enhance safety for officers by allowing them to observe the situation without direct exposure.
The Bay Village Police Department aims to implement these upgrades to improve operational efficiency and enhance safety for both officers and the community. The Finance Committee will review the proposal before making recommendations to the full City Council, which will ultimately decide on the budget allocations for the upcoming year.
