Construction on the Great Bend Innovation Center in Kansas has been temporarily paused following the completion of its first phase. The Great Bend Economic Development organization announced this development as it seeks to close a remaining funding gap necessary for the second phase of the multi-million dollar project. Designed to be a central hub for entrepreneurship, workforce development, and innovation, the center has garnered funding from various sources, including state and federal grants, private contributions, and local investments.
The pause in construction has arisen due to a combination of unexpected challenges. Several anticipated grant sources failed to materialize, primarily because of changes in federal policy earlier in 2025 that redirected funding opportunities. Additionally, the recent government shutdown has temporarily closed federal grant programs for the year, further complicating the funding landscape.
In light of these financial hurdles, the organization has implemented several cost-saving measures. “We’ve been diligent in scaling back and implementing cost-saving measures to stretch every dollar,” said Jason Kuilan, Executive Director of Great Bend Economic Development. Modifications have been made to building designs, equipment investments in the innovation kitchen have been reduced, and adjustments have been made to the initial investment requirements for the fabrication lab. Despite these efforts, the savings do not fully offset the funding shortfall, which has been exacerbated by federal program cuts, missed private contributions, and unexpected tariffs increasing construction costs.
Plans to Secure Additional Funding
Despite the pause, Great Bend Economic Development remains financially stable and continues to operate at full capacity. A portion of the organization’s operational funding comes from the City of Great Bend, but the Innovation Center project relies entirely on external funding sources including grants and private investments. Kuilan emphasized the organization’s commitment to securing the necessary funds without placing a burden on local taxpayers or the city budget.
Multiple funding pipelines are currently in progress. This includes significant proceeds from the sale of real estate adjacent to the event center, as well as a sizable grant that has already been awarded. The overall aim remains to complete the Innovation Center, which is anticipated to drive entrepreneurship, job creation, and skills training in the region for many years.
“The Great Bend Innovation Center is a cornerstone investment in our region’s future,” Kuilan noted. Upon its completion, the center will provide a collaborative space for innovators, businesses, and educators to work together, ultimately strengthening the local economy and expanding opportunities across Barton County.
