NEDERLAND — The city of Nederland has appointed Bruce Mills as its new interim city manager following the retirement of Cheryl Dowden. Dowden, who has dedicated over three decades to the city in various roles, including finance director and assistant city manager, transitioned to the position of assistant to the city manager on November 3, 2025. She will serve in this capacity until her retirement on November 30, 2025.
Dowden stepped into the interim city manager role in April 2025 after the departure of the previous city manager, Chris Duque. Her experience and familiarity with the city have been vital during this transitional period.
Bruce Mills Takes the Helm
Mills brings more than 26 years of law enforcement experience to his new role. He has held various positions, ascending from patrolman to assistant police chief with the Austin Police Department (APD). Following his retirement from the APD, Mills continued to serve the city of Austin in civilian roles, focusing on public safety and emergency management, particularly at the Austin-Bergstrom International Airport.
After retiring for a second time, Mills has taken on interim city manager positions in various cities across Texas. Mayor Jeff Darby stated that the city council is optimistic about Mills’ leadership during this transitional phase.
Challenges in Finding a Permanent City Manager
The search for a permanent city manager has been challenging. In January 2025, the city council enlisted the services of Strategic Government Resources to assist in the hiring process. However, after extending an offer to a candidate in August, the deal fell through when the candidate did not pass the background check, prompting Nederland to terminate its relationship with SGR.
In mid-October, the city council hired Texas First Group to aid in finding a new interim city manager. Mayor Darby indicated that the council would discuss the search for a permanent city manager during their next meeting, emphasizing the importance of Mills’ input on how to proceed.
As the city navigates this leadership transition, the focus remains on ensuring stability and continuity for the residents of Nederland. The council’s next steps will be critical in shaping the future leadership structure of the city.
