In November 2025, a visit to Chisinau, the capital of Moldova, revealed a nation demonstrating remarkable resilience amid ongoing geopolitical tensions. As Europe grapples with complex relationships and security uncertainties, Moldova stands out as a beacon of progress towards democratization and European integration. This journey was part of a broader investigation into the future of the U.S.-Moldova defense and security partnership, highlighting Moldova’s ability to confront both new and long-standing challenges.
Moldova’s Path to Democracy
Strategically located between Romania and Ukraine, Moldova has often been seen as a frontline state in Russia‘s efforts to reclaim influence in Eastern Europe. Following the Soviet Union‘s collapse, Russia has supported separatist movements in the eastern region of Transnistria and employed various tactics to resist Moldova’s alignment with Europe. Despite these pressures, the resilience of Moldova is evident in its ongoing transformation towards democratic governance.
During our visit, we encountered a strong sense of national pride among government officials, academics, and civil society leaders. This pride stems from significant achievements in the face of persistent Russian efforts to destabilize Moldova’s democratic process. Just weeks prior to our arrival, critical parliamentary elections were held, which were seen as pivotal for the direction of the country. Despite extensive efforts by Russia to influence the outcome—through disinformation campaigns, cyber-attacks, and attempts to incite violence—the Sandu government‘s pro-European party secured 55 out of 100 seats.
This electoral success not only marked a significant victory for Moldova’s democratic aspirations but also showcased the effectiveness of Chisinau’s multi-faceted response to hybrid warfare. Conversations with various stakeholders revealed how international partnerships contributed to these achievements, emphasizing the synergistic benefits of coordinated support.
The Role of International Partnerships
Throughout our discussions, the topic of Moldovan wine frequently emerged, serving as a metaphor for the transformative impact of foreign assistance. Although Moldova has a rich winemaking tradition, support from USAID has revitalized the industry, enhancing exports and attracting tourism. This development not only benefited the agricultural sector but also fostered goodwill and improved public perception of the United States among Moldovans.
While the wine industry exemplifies one aspect of international aid, it reflects a broader trend of successful U.S. contributions to Moldova’s development. Efforts have spanned improvements in infrastructure, cybersecurity, and defense strategies, challenging the stereotype of foreign aid as ineffective. The collaboration has yielded tangible outcomes that strengthen both Moldova and its international partners.
Notably, Moldova’s advancements in countering hybrid threats provide a model for others facing similar challenges. With support from international donors, Moldova has developed robust systems for early warning and counter-disinformation, showcasing its potential as a cooperative partner for nations looking to enhance their defense capabilities.
