The Hawaii Medical Service Association (HMSA) has appointed Jenny Smith as its new president and chief operating officer, effective November 1, 2024. This marks a significant milestone for the organization, as Smith will be the first female president in its 87-year history. Dr. Mark Mugiishi, who has led HMSA as president and chief executive officer since February 2020, will maintain his role as CEO.
In a recent statement, Dr. Mugiishi highlighted the need for this leadership transition in light of evolving healthcare challenges both locally and nationally. “With everything happening in health care, we’re making this change to prioritize the internal operations of HMSA so we can continue to run the best health plan possible, which the people of Hawaii deserve now more than ever,” he said. He emphasized Smith’s extensive experience and proactive approach as key factors that will help guide HMSA into the future.
Smith joined HMSA in April 2024 as executive vice president and chief financial officer, overseeing the organization’s financial operations alongside actuarial and underwriting functions. As president and COO, she will expand her responsibilities to include all health plan operations. Smith brings over 25 years of experience from various health plans across the United States, including CareFirst in Maryland and Washington, D.C., and the Kaiser Foundation Health Plan of the Northwest region.
“I’m honored to serve as HMSA’s next president as we have an ambitious vision to serve our members and benefit the people of Hawaii,” Smith stated. She expressed commitment to enhancing internal efficiency and execution, aiming to invest in employees and systems to improve operational performance. This, she noted, will be crucial for keeping healthcare premiums affordable for HMSA members.
Dr. Mugiishi, the first physician to lead HMSA, took on his role during the height of the COVID-19 pandemic. HMSA officials clarified that while Smith will focus on internal operations, Mugiishi will continue to oversee the organization as a whole, ensuring service to members, employers, providers, and the wider community.
As HMSA navigates the complexities of the healthcare landscape, the leadership change reflects a strategic approach to maintain and improve the quality of services offered to its members. The organization aims to adapt to the ongoing challenges while prioritizing the health needs of the Hawaiian community.
