On February 4, 2024, Texas recorded an unprecedented surge in student applications for its newly launched Texas Education Freedom Accounts (TEFA). More than 42,000 students submitted applications on the program’s first day, surpassing the previous record of 33,000 applications set by Tennessee in 2025. This historic response has garnered attention and praise from state officials.
Acting Texas Comptroller Kelly Hancock remarked on the significance of this achievement, stating, “Texas families made history yesterday. This record-breaking response shows a powerful groundswell across our state of parents who are excited about the freedom to choose the best possible education for their child, and we’re proud to deliver a program that puts students first.”
The TEFA program aims to provide families with the opportunity to select educational options that best suit their children’s needs. Among those who applied on the first day, 80.3 percent indicated plans to enroll in participating private schools, while 19.7 percent expressed interest in alternatives such as homeschooling.
A closer examination of the applicants reveals a diverse socioeconomic background. Of those with verified financial information, 34 percent come from households with incomes below 200 percent of the federal poverty level, which equates to $66,000 for a family of four. Additionally, 38 percent have household incomes ranging between 200 percent and 500 percent of the federal poverty level, or $165,000 for a family of four.
The program prioritizes access for specific groups of students. Nearly three in four applicants fall into one of the three priority tiers established by Senate Bill 2. This includes 10 percent of applicants classified as top priority for students with disabilities and low household incomes, 29 percent in the second tier for those below 200 percent of the federal poverty line, and 33 percent in the third tier for those with incomes between 200 percent and 500 percent.
As of 11 a.m. on the day following the launch, the number of applicants had already climbed to more than 46,000. The application period remains open until March 17, 2024, at 11:59 p.m. CT. Families are encouraged to apply, as the program does not operate on a first-come, first-served basis.
