The Cadillac Area Public Schools Board of Education is set to make a significant decision regarding a proposed sinking fund during its first meeting of 2026 on January 8. This proposal aims to support ongoing facility maintenance, building on the investments made through the district’s 2018 bond that provided $65.5 million for renovations and upgrades.
CAPS Superintendent Jennifer Brown indicated that the district is exploring this funding option to ensure the longevity of the improvements made through the bond. She explained that a sinking fund would enable the district to manage and maintain its facilities effectively, thereby preventing future funding challenges. “One common way to fund that is through a sinking fund. It is very different from a bond,” Brown stated.
If approved by voters, the sinking fund would facilitate regular repairs and improvements to CAPS facilities. Brown emphasized the importance of maintaining district infrastructure in a timely manner, particularly in light of previous assessments that identified $65 million in necessary repairs. The proposed fund would serve as an annual mechanism to support preventive maintenance and major repairs as systems approach the end of their useful life.
The board’s decision will follow a presentation from Emily Kearney, the district’s Chief Financial Officer. She described the sinking fund as a voter-approved, pay-as-you-go resource that could cover specific building needs such as roof replacements, HVAC upgrades, and safety improvements. Kearney assured that if the board opts to move forward, families will receive detailed information regarding the fund’s purpose and any potential tax implications prior to the ballot.
In addition to the sinking fund discussion, the board will hear from the Cadillac Area Community Foundation Youth Advisory Committee, which will present findings from its recent survey of CAPS students. This survey aims to identify key issues affecting local youth, with the committee actively seeking ways to enhance their experiences in Cadillac. Brown expressed her enthusiasm for the results, noting, “I look forward to hearing the results and how they’re thinking about ways in which those experiences can be improved.”
Prior to the main meeting, the CAPS Board of Education will hold a special organizational meeting to address procedural items such as officer appointments and committee assignments. This special meeting is scheduled for 19:00 in the Cadillac High School auditorium, followed by the regular board meeting at approximately 19:15.
The decision on the sinking fund proposal marks an important step for the Cadillac Area Public Schools as it seeks to ensure the sustained quality and safety of its educational facilities in the years to come.
