Thailand Tightens Cannabis Laws Amid Medical Use Emphasis

BANGKOK – In a significant policy shift, Thailand has introduced new regulations on cannabis sales, requiring a doctor’s prescription for purchase, effectively limiting its use to medical purposes.

Three years after becoming the first Asian nation to decriminalize cannabis, Thailand is tightening its regulations. As of Thursday, the Health Ministry mandates that cannabis can only be sold to customers with a medical prescription. This move is part of a broader effort to curb the burgeoning recreational cannabis market.

The new regulations mark a stark reversal from the liberal approach that saw a rapid increase in cannabis dispensaries and cafes across tourist hotspots. Public Health Minister Somsak Thepsutin emphasized that cannabis is now strictly for medical use, stating, “This must be clearly understood: cannabis is permitted for medical use only.”

Key Details Emerge: Medical Certificates and Advertising Ban

The Health Ministry’s rules require licensed cannabis shops to sell only to those with a medical prescription, maintain detailed sales records, and undergo regular inspections. Additionally, the new regulations prohibit advertising and the sale of cannabis through vending machines or online platforms.

18,000 licensed cannabis shops across Thailand must comply with the new regulations or face closure.

Industry Response to New Regulations

The announcement has sent ripples through the cannabis industry, with many shop owners concerned about the implications. Ake Khattiyadamrong, a shop owner in Chonburi province, expressed worries about the lack of clarity in the law and its impact on business.

“The lack of clarity in the law has already caused worry,” said Ake Khattiyadamrong.

Meanwhile, cannabis advocates argue that the new rules may not effectively curb smuggling or unlicensed sales and could lead to increased corruption.

A 2022 report estimated the industry’s potential worth at $1.2 billion by 2025, though current estimates are unclear due to unregulated transactions.

Minister Somsak suggests that these regulations are a first step, with further legislative efforts required to bring comprehensive control to the industry. However, experts like Kitty Chopaka, a cannabis activist, worry that new rules could disproportionately affect small farmers and businesses.

“I want to see fair access. I want to see rules that make sense,” said Kitty Chopaka.
